Tolleson was ready and next in line. I suppose he moved up in part to help with the Hughes situation, but with Alexi Casilla going back to Minnesota (Nick Punto to the DL), that could be the other reason. Wouldn't be surprised to see Singleton promoted to New Britain.
I posted this before I heard the Casilla and Punto news, but I expect Tolleson to stay with Rochester even after Punto comes back and either Casilla, Tolbert, or Buscher goes to Rochester
